HSPD-12 is a mandated U.S. Presidential directive to establish a common identification standard for all Federal Government employees and contractors. FIPS 201 was subsequently developed by the National Institute of Standards and Technology (NIST) to satisfy the Personal Identity Verification requirements of HSPD-12.
